2024年9月，台灣憲法法庭宣示死刑合憲（憲判8），2025年初隨即執行死刑，並修正《執行死刑規則》，使得台灣廢死進程大幅倒退，亟需重整廢死運動。在東北亞地區，日本持續執行死刑，常被視為死刑支持論據。南韓自1998年以來未再執行死刑，已屬「實質廢除」國家，未來是否有機會正式廢除？中國死刑判決與執行數居全球之冠，資訊不透明、社會壓制，改革阻力重重。反觀蒙古，2017年正式廢死，成為區域首例，其經驗是否能啟發他國？本計畫以台灣為起點，邀集東亞國家（台、日、韓、中、蒙）人權與廢死運動者，共同討論區域挑戰，探索各自與跨國的策略，推動東亞地區邁向死刑廢除與人權保障。
In 2024, Taiwan’s Constitutional Court ruled the death penalty constitutional, followed by an execution in January and a rule change in April—signaling a setback for abolition. Taiwan’s movement must now regroup and chart a new path forward.
In Japan, executions continue and are often cited by Taiwanese death penalty supporters. Taiwan’s legal system, shaped by Japanese rule, shares mutual influences with Japan’s approach to justice and human rights. South Korea hasn’t executed since 1998, raising hopes for full abolition. China remains the world’s top executioner, with little transparency and high barriers to reform. Mongolia, by contrast, abolished the death penalty in 2017—offering a possible model for the region.
This forum brings together advocates from Taiwan, Japan, South Korea, China, and Mongolia to share insights, address challenges, and build momentum for abolition and human rights in East Asia.

1. 來自台灣、日本、南韓、中國、蒙古之廢死與人權運動領域之工作者（人權、司改、媒體、政治倡議等）
Activists in the anti death penalty movement from Taiwan, Japan, S. Korea, China, and Mongolia
2. 青年工作坊參與者須於相關領域工作或擔任志工至少六個月以上
Participants in the youth workshop must have at least six months of experience working or volunteering in a related field
3. 東亞區域及國際廢死相關團體
East Asia regional and international abolitionist groups and activists
4. 關注本議題之大眾、相關政府單位及媒體
