我們熱愛歐洲的文藝復興、迷戀巴黎的浪漫街道、嚮往柏林的聖誕市集,甚至讚嘆瑞士的壯麗山河。這些歐洲國家的共同點之一就是「廢除死刑」。然而,一旦話題從「歐洲旅遊」轉向「廢除死刑」,空氣往往瞬間凝結,甚至激起強烈的對立與反彈。
人權價值的倡議能跨越國界嗎?當歐洲國家與台灣進行人權對話時,其背後的法律與價值基礎究竟是什麼?
兩公約第四次國際審查剛在台灣落幕,面對新鮮出爐的結論性意見,我們是時候直面這些長久以來的糾結了。這一次,廢死非星期四不談抽象的法律條文。我們直接邀請到歐洲經貿辦事處、德國、法國與瑞士的四位駐台外交使節與代表,與廢死聯盟執行長林欣怡坐下來,展開一場不繞圈子的對話。
這一晚,我們想和外交官們聊聊心裡話:

We admire the European Renaissance, lose ourselves in the romantic streets of Paris, soak in the warmth of Berlin’s Christmas markets, and marvel at the breathtaking landscapes of Switzerland. Beneath these diverse charms lies a common thread: they have all abolished the death penalty. But once we move past the postcard views and mention abolition, the air freezes, and we are suddenly met with heated tension and strong resistance.
Can the advocacy of human rights values truly transcend borders? When European countries engage in human rights dialogues with Taiwan, what exactly is the legal and philosophical foundation behind it?
As the 4th International Review of the ICCPR & ICESCR has just concluded in Taiwan, and with the fresh release of the Concluding Observations and Recommendations, it is time for us to directly address these long-standing complexities.
This time, TAEDP will move away from abstract legal clauses. Instead, we have invited four distinguished European diplomats and representatives stationed in Taiwan—from the EETO, Germany, France, and Switzerland—to sit down with Lin Hsinyi, Executive Director of TAEDP, for an upfront and candid conversation.
Tonight, we want to have a heartfelt conversation with the diplomats:
- While Taiwan actively cultivates a cycle of goodwill on the global stage through "Taiwan Can Help," how does Europe, in the context of human rights and abolition, utilize its practical experiences through "EU Can Help" to work alongside Taiwan in establishing common values and a foundation for dialogue within the international community?
- How did Germany, France, and Switzerland navigate their own paths toward abolition, which were once filled with intense societal friction? Furthermore, how did their foreign policies come to integrate the abolition of the death penalty into their core diplomatic DNA?
- Stepping away from their formal diplomatic roles, what are some of the lighter, unexpected, or successfully turned-around experiences they have encountered while promoting diplomacy and human rights advocacy around the world?
